Ideally, they should be a manager or owner of a business, or a minister of religion, JP or doctor, etc.
Basically someone who knows you in a professional or similar capacity rather than just as a neighbour or relative.
A period of absence from work is not necessarily something to avoid. Many are due to travel, illness or family commitments and should be explained as a valid break from work.
You can write a "skills-based" resume, listing the duration of jobs without start and finish dates and describing your skills and experience. You can then elaborate in the interview.
